Dear President, We are writlng to Inform you that the Situation of the Football Federation of Australia (FFA) was submitted to the FIFA Member Associations Committee (herelnafter the Committee) durlng its meeting on 4 December 2017s The Committee was briefed on developments since its last meeting on 4 July 2017 regarding the expansion of the FFA Congress to make lt more inclusive and representative. In this regard, the Committee was informed of the joint FIFA/AFC mission which was deployed to Sydney from 9-1 1 August 2017 to meet with all stakeholders (member federations, A-League clubs, PFA). Furthermore, the Committee took note that both proposals put forward by the FFA, ire. the so—called "9.4-1.1" and “9- 44-1-1” models, failed to reach consensual agreement amongst the stakeholders (Member federations, A-League clubs, PFA). In particular, the Committee was apprised that the “9-4-1-1-1 " proposal did notreceive the required 75% support by the current membership at an extraordinary meeting convened on 30 November 2017. Lastly, the Committee was also Informed of the contents of your Ietter dated 1December 2017, including FFA's intention to immediately establlsh a Congress review working group involving all relevant stakeholders t0 agree on the future Congress model.
In Iight of the above, the Committee eventually decided to support the establishrnent of a Congress review working group provided that FIFA and AFC are fully involved in the process and that a clear roadmap ensuring a tlmely conclusion with the adoption of a more inclusive and representative membership model i5 established, To this end, a FIFA/AFC mission will visit Sydney earIy next year with the following objectives:
To meet with the stakeholders (Member federatlons, A—League clubs, PFA) and any other relevant interlocutors, such as the Association of Australian Football Clubs (AAFC), that have been established in the meantime. - Based on the feedback received, to define the terms of reference of the Congress review working group, which include its objective, composition, mandate and timeline. FIFA and AFC will be in touch in due course to define suitable dates for the aforementioned joint mission.
